Overview
The North West Transmission Upgrades Major Infrastructure Project (the major infrastructure project) proposes the use and development of a 220kV overhead electricity transmission line and towers from Palmerston to Sheffield, Sheffield to Burnie via a spur line to Heybridge, Burnie to East Cam, East Cam to Hampshire, and Hampshire to Staverton. Substations at Hampshire and Staverton are also proposed, along with ancillary facilities at multiple locations.
This is the second stage of the major infrastructure project process under the Major Infrastructure Development Approvals Act 1999 (the MIDA Act), where the proponent submits an application for a permit under the Land Use Planning and Approvals Act 1993 (the LUPA Act).
The proponent’s application is for the section of the major infrastructure project from Palmerston to Hampshire. The application is assessed by the Development Assessment Panel (the Panel) against the planning criteria. The Panel publicly exhibits the application and invites representations. The Panel has a discretion to grant or refuse to grant a permit for the application under section 57 of the LUPA Act. Public hearings do not form part of this process. The applicant and representors may appeal to the Appeal Tribunal.

The Panel will first determine if any additional information is required to assess the application against the planning criteria. Once all additional information is submitted by the proponent to the satisfaction of the Panel, the application will proceed to exhibition.
