Section 60J determination guidelines for major projects
Under section 60J of the Land Use Planning and Approvals Act 1993, the Commission must issue determination guidelines. The determination guidelines are to provide guidance to the Minister as to the matters to which the Minister is to have regard in determining whether to declare projects to be major projects.

Major project guidance notes
Major projects, by nature, involve large and complex proposals and assessments. The non-statutory guidance notes below intend to provide additional information that may be of assistance to major project proponents and other stakeholders.
The guidance notes include advice on reasonable approaches and methods for preparing information to address assessment criteria for wind farms in a major project impact statement (MPIS), to provide a sufficient level of information for a Panel’s assessment.
The purpose of these guidance notes is to provide information to assist the major project assessment process progressing in a consistent, efficient and orderly way.
The guidance is provided by Commission staff, not as formal Commission policy. The intent is to assist proponents to the degree that the information is of use, acknowledging there may be alternative justifiable approaches for specific project circumstances. The guidance provided does not represent a set of Commission requirements that must be met, nor does it reflect or present the determination of a major project Panel on a matter.
The guidance notes relate to specific matters that are considered to benefit from further clarification, and where relevant have been prepared in consultation with stakeholders.
The guidance is general in nature, and therefore there may be specific or alternative requirements for particular projects.
Proponents are encouraged to discuss assessment methods for specific projects with Commission staff, participating regulators and relevant state agencies.
