State Planning Provisions Amendment and Draft Planning Directive 9 – Container Refund Scheme

The Commission has delegated the assessment of the SPP amendment and draft Planning Directive 9 related to the container refund scheme. The Delegates are Roger Howlett and Rohan Probert and the planning adviser is Lauren O’Brien.

Retirement of Roger Howlett from the Commission

Roger Howlett has been a member of the Commission since December 2007. On 16 February 2023, he finished his long service as a member of the Commission. His commitment to the work of the Commission over 15 years has been outstanding. Roger’s knowledge and experience as a planner and a Council General Manager has been invaluable to the work of the Commission. This is especially the case, as during this time the Commission regulatory responsibilities have undergone two phases of significant planning reform. His services to planning generally over a period stretching back to 1974, were recognised by the profession in 2013. In 2013 he was made a Life Fellow of the Planning Institute of Australia. While Roger will no longer be a member of the Commission, he will continue as a member of the Commission’s Delegates Panel.

Paul West – Appointment as a Member of the Commission

Paul West has been appointed as the member of the Commission in the place of Roger Howlett. Paul has served as Roger Howlett’s Deputy for over 12 months, and is a member of the Commission’s Delegates Panel. He has had extensive experience in local government, which includes serving as the General Manager of the Kingborough, Devonport, Waratah Wynyard Council and West Coast Councils.
