A Master Plan sets out a strategy for the physical growth or development of a community. It is a framework for making future decisions and its main aim is for growth and development to occur in a sustainable way. These plans are prepared for a defined area within a settlement, such as Sullivans Cove Master Plan and the Kingston Central Area Master Plan Review and they exist outside the planning scheme.
A structure plan is a strategic document that guides the planning of new areas of settlement (and also for retrofitting existing areas) in terms of infrastructure and road and pathway connections improving access by walking, cycling and public transport, raising densities and introducing local shopping and a greater mix of uses.
An example of a structure plan is the Opossum Bay Structure Plan.
