A four member Panel has been established to carry out the assessment of the Gunns pulp mill proposal. The Commission has delegated to the Panel its powers and functions under the State Policies and Projects Act 1993 and the Resource Planning and Development Commission Act 1997 to enable the Panel to undertake an integrated assessment of the Gunns pulp mill proposal.
The Commission has appointed a Panel to undertake the integrated assessment on its behalf.
The Hon. Christopher Wright QC has been a part-time Deputy President of the Administrative Appeals Tribunal since February 2001. From 1986 until 2000, he was a judge of the Supreme Court of Tasmania, having been Solicitor General from 1984 until 1986. He practiced at the Tasmanian Bar from 1977 until 1983 and was a magistrate in Hobart from 1972 until 1977. Between 1959 and 1972, he was a partner in the Hobart law firm Crisp Wright & Brown. Other appointments he has held include chairperson of the RBF Investment Trust (1984-86), the Social Security Appeals Tribunal (1979-83) and the Tenancy Law Review Committee in Tasmania (1979) and president of the Bar Association of Tasmania (1977-79). He was appointed chairperson of the Tasmanian Police Review Board in 2004. He has been a member of the Judicial Panel under the Victorian Constitution Act 1975 since 2006. He has a Bachelor of Laws from the University of Tasmania. He was appointed Queen's Counsel in 1984.
Mr Davis has over 30 years experience in urban and regional planning in Tasmania and South Australia. Mr Davis's experience has been as a Local Government and State Government practitioner and manager, lecturer and consultant. Mr Davis currently runs his own consultancy practice in Tasmania and is a former Commissioner of the Resource Planning and Development Commission, Tasmania. Mr Davis has an intimate knowledge of Tasmanian local government and the Tasmanian planning system. Clients include Local and State Government agencies, port corporations and private development companies.
Mr Davis has been involved in a wide range of projects such as port redevelopment, drafting planning schemes, airport planning, planning reviews and large industrial plants. Mr Davis holds qualifications in planning and is a corporate member of the planning Institute of Australia.
Mr Hamman has qualifications in chemical engineering. He has extensive experience and expertise in the bleached kraft pulping industry having worked at MONDI KRAFT Ltd at Richards Bay, South Africa as a senior process engineer for five years, followed by over ten years with CHH – Tasman Mill, New Zealand. Mr Hamman has held several highly responsible positions during his employment at the Tasman Mill including Operations Superintendent, Business Unit Leader and Performance Leader – Continuous Pulping Group and Technical Manager. Mr Hamman has practical, ‘on-the-ground’ knowledge and experience of the pulp production line. He has endeavoured to achieve a high level of environmental performance for the Tasman Mill as well as high level process efficiency and uptime.
Mr Ashe holds qualifications in Environmental Law, Business Administration and Economics. Mr Ashe was formerly Assistant Secretary with the Department of the Environment, Sport & Territories, Environment Assessment Branch. Mr Ashe administered environmental assessments of many hundreds of proposals across the full range of Australian industry: mining, industrial, pipeline, petroleum exploration & production, natural resources, tourism, forestry and telecommunications. In 1997 he was awarded the Public Service Medal (PSM) in the 1997 Queen's Birthday Honours for 'outstanding public service through the management of the Commonwealth's environmental impact assessment legislation'. Since 1997 to date Mr Ashe has provided environmental consulting services to clients in the private and public sectors. Mr Ashe is also a part-time member of the ACT Administrative Appeals Tribunal, reviewing planning and environmental decisions by the ACT Government.
Beca AMEC Limited, formerly Beca Simons, and its parent and associated organisations, AMEC (Canada) and ÅF-Celpap (Sweden), has been appointed by the Commission. Beca AMEC will provide independent environmental and engineering expert advice to the Commission throughout the integrated assessment. Independent advice on social, economic and community effects will also be provided throughout the assessment.
