Consultants
A four member Panel has been established to carry out the assessment of the proposed Lauderdale Quay development. The Commission has delegated to the Panel its powers and functions under the State Policies and Projects Act 1993 and the Tasmanian Planning Commission Act 1997 to enable the Panel to undertake an integrated assessment of the proposal on the Commission’s behalf.

Mr Keyran Pitt QC
Barrister at Law, Tasmania
Mr Keyran A M Pitt QC has been a Barrister-at-Law in Tasmania since 1981 and in Victoria between 1969 and 1972. As well as practicing as a barrister and solicitor for some 40 years Mr Pitt was appointed as Chairman of the Forest Practices Tribunal in 1994 and Chairman of the Legal Disciplinary Tribunal in 2005 and currently holds these appointments. From 1996 to 2006 he was Chairman of the Resource Management and Planning Appeal Tribunal, and from 1981 to 1994 he was Chairman of the Planning Appeals Board, Tasmania. Between 1973 and 1980 he was a partner in the Hobart law firm Levis Hand and Ogilvie.
Other appointments he has held include Chairman of the Mental Health Review Tribunal (1985-1991), Law Lecturer at the University of Tasmania (part-time) (1986-1995), Deputy Chairman of the Building Appeals Board (1986-1993), Deputy Chairman of the Environment Protection Appeal Board (1992-1994) and Chairman of the Medical Complaints Tribunal (1996-2000).
Mr Pitt is an accredited Arbitrator and was appointed Honorary Fellow to the Royal Australian Planning Institute (now PIA) in 1997. He has a Bachelor of Laws from the University of Tasmania. He was appointed Queen’s Counsel in 1989.
Mr Jamieson Allom
Architect, Tasmania
Mr Jamieson Allom is an architect who has practised in Hobart for more than three decades, over which time he has been involved in a wide range of building projects including commercial, retail, tourism, institutional and residential, as well as urban design and planning studies.
Mr Allom is a life member of the Royal Australian Institute of Architects (RAIA) and a fellow of the Australian Institute of Company Directors (AICD).
He has held a number of professional and community positions including National President of the RAIA, inaugural chairman of the Australian Council of Building Design Professions, and Alderman of the City of Hobart. He is currently a Commissioner on the State’s Tasmanian Planning Commission (TPC).
Mr Michael Everett Ball
Land Use Planning Consultant, New South Wales
Mr Michael Everett Ball has more than thirty-five years experience in statutory planning, development control and local government litigation. His experience includes the preparation of strategic plans, action plans, planning schemes and other statutory instruments and development controls in NSW, Victoria, Queensland and Tasmania. Tasmanian projects include the preparation of the Central Highlands Planning Scheme in conjunction with Councillors, State Government agencies and the general public through notification/submissions and public hearings.
Mr Ball has supervised the preparation of development applications for a range of developments, and has been extensively involved in environmental planning litigation in the Land and Environment Court, New South Wales. This involved advocacy, the preparation of expert evidence for Applicants/Proponents and Respondents/Local Government councils, and assessments and evaluations as a Court appointed planning expert.

Mr Phil Straw
Environmental Consultant, New South Wales
Mr Straw has worked as a Consultant Avian and Wetlands Ecologist since 1991 and has been involved with waterbirds, wetlands and the marine world since 1956. He has been involved in wetlands habitat restoration projects, and wetlands design and management in Australia (Sydney Olympic Parklands, Port Botany Habitat Enhancement Project), Mediterranean coastal wetlands (France), and in China (Hong Kong and Taiwan).
Although primarily an ornithologist, currently heavily involved in issues relating to migratory shorebirds of the East Asian Australasian Flyway, he has 21 years experience in marine studies including Queensland University (Great Barrier Reef) and NSW Fisheries, Research Section (Marine Parks and Artificial Reefs) and underwater training of marine scientists.
He is currently interested in the reviews of the Environment Protection and Biodiversity Conservation Act 1999 relative to migratory species.
The Commission has also appointed Sinclair Knight Merz Pty Ltd (SKM) as independent adviser. SKM has provided independent environmental and engineering advice to the Commission throughout the integrated assessment. Independent advice on social, economic and community effects was also provided throughout the assessment.
