Consideration of a use or development application and an amendment to a Planning Scheme can be done concurrently. Under this dual process an application is only considered where a permit would not be allowed unless the planning scheme was amended.
The consideration of the Planning Scheme amendment follows the normal statutory process . The permit application process has different procedures (overview chart) to those that normally apply to the determination of other kinds of permits.
Both the planning permit and amendment are advertised together by the Planning Authority and then considered and determined by the Commission.
