common provisions:

a provision of an interim planning scheme (or subsequent ‘regular’ planning scheme) that either must (a mandatory common provision) or may (an optional common provision) be contained in the planning scheme. See section 30B of the Land Use Planning and Approvals Act 1993.
council: planning authority
dispensations: exemption granted by the Commission from a local provision of an interim planning scheme, including a zoning provision. See sections 30P – 30R of the Land Use Planning and Approvals Act 1993.
local provisions: a provision of a planning scheme that is not a common provision and includes zoning of a particular area of land. See section 30B of the Land Use Planning and Approvals Act 1993.
zones: a planning scheme area is divided into zones, based on areas with broadly similar natural, economic or community values, and the existing and allowable future use of that land.
